Wetland and Watercourse Permit to conduct certain regulated activities which may have an impact on a wetlands and watercourse area. (Tumbledown Brook) The proposed regulated activities include replacement of an existing bridge/brook crossing with a new bridge brook crossing; improvement of bridge approaches within areas not designated as wetland soils; development of non-wetland soils area east of Tumbledown Brook with a regulated buffer area with fourteen (14) residential luxury condominium dwelling units.
The residential units will be placed outside the mapped 100-year flood plain. The existing access driveway will be replaced with a new driveway. (Submitted for IWWA receipt on July 1, 2002. Determined to be significant and set for public hearing on August 5, 2002; continued to September 4, 2002; further continued to October 7, 2002 and to November 6, 2002 public hearing open at the applicant's request. The applicant is requesting authorization to construct a one family home, associated driveway, site grading and utility installation in accord with detailed development plans on file. The activity is proposed on a 4.31 acre sloping parcel of land. There is a possibility that down-slope properties maybe impacted by grading and construction. (Submitted for IWWA receipt on September 4, 2002, presented for determination of significance. Determined to be potentially significant and scheduled for public hearing and decision on October 7, 2002; public hearing continued and decision tabled to November 6, 2002 and then to December 2, 2002 at the request of the applicant.).

3110 Albany Avenue - Town of West Hartford Land Fill - Application (SUP #912-R1-02) of the Town of West Hartford, Department of Public Works, (Dana Hallenbeck, Director of Public Works) requesting Special Use Permit approval to allow continued use of the Rte. 44 Town of West Hartford Land Fill. The applicant is proposing to renew the special permit for a leaf composting facility on approximately 4.5 acres of Town-owned land. The revised permit requests approval of several revisions to the operational standards which address public safety. (Submitted for TPZ receipt on October 7, 2002. Required public hearing on SUP scheduled for November 6, 2002. Hearing and decision tabled to December 2, 2002 at the applicant's request.)
