Common Ordinances The Complete Code for the Town of West Hartford is available here. The chapters of the Code contain all currently effective ordinances of a general and permanent nature enacted by the Town Council. This includes revisions or amendments to existing legislation and the subdivision regulations adopted by the Town's Plan and Zoning Commission. Overnight/Night Parking: Night parking on the street is regulated by West Hartford ordinance. Parking is not permitted on any street at any time between 2:00 a.m. and 5:00 a.m. Exceptions may be granted on a case-by-case basis through the Police Department for such things as driveway construction, roadway construction which blocks driveway access, or for a short-term out-of-state visitor. Residents may request an "omit tag" from the Police Department at (860) 523-5203 for up to three days. The Police Department may also issue a town-wide "blanket" omit during a holiday. Parking on Hard Surface: All parking spaces shall be on bituminous concrete, crushed stone, concrete, brick paving or other permanent hard-surfaced area. Grassed lawn areas may not be used for motor vehicle parking (Town Ordinance 177-24 [12]). Obstructions at Intersections & Curves: Obstructions that interfere with visibility at intersections or curves are prohibited by Town Ordinance 177-24. Hedges, bushes, trees or any fences or billboards shall not exceed (3) feet above the street grade within (12) feet of the intersecting street lines bordering corner lots. Call the police department at 523-5203 to report a problem. Shielding of Outdoor Lighting: Any outdoor lighting for illumination of signs, spotlighting or floodlighting shall be so shielded that the light source cannot be seen from adjacent properties, except that signs with exposed neon tubes shall be permitted in all business and industrial districts (Town Ordinance 177-25). Grass or Weeds: Grass or weeds on any premises with a building or dwelling cannot reach a height greater than one foot. According to Town Ordinance 105-26 (B), No owner or occupant shall permit grass, weeds or similar growths to reach a height greater than (1) foot on any premises thereon, whether said building or dwelling is occupied or not. Dog Licenses: All dogs over six months old must be licensed before July 1 by State law, 22-338. Licenses may be obtained from the Town Clerk's Office, Room 313, Town Hall. Annual cost is $8 for a spayed or neutered dog or $19 for an unaltered dog. Persons licensing their dog will need a certificate that their dog has been immunized against rabies before they can be issued a license.
