Labor Relations

This program is designed to address issues regarding wages, hours of work and other policies, practices or conditions that effect the work environment. Activities associated with this program include formal collective bargaining, grievance resolution, labor-management meetings, and informal issue resolution.

Pension Benefits

This program is responsible for the administration of the Town's pension plan in accordance with Chapter VIII, Section 3 of the Town Charter and Chapter 30 of the Town Code of Ordinances. The Plan covers all full-time employees of the Town of West Hartford and West Hartford Public Schools, except those eligible for participation in the State Teacher's Retirement System. This program area is also responsible for administration of the Town's deferred compensation program (457 Plan).

Insured & Self-Insured Programs

The Town utilizes both purchased insurance and self-insurance for its property, casualty and group health coverages. The self-insured program accounts for costs of risk, which may be uninsurable, specifically excluded from current insurance policies, or for which the Town has chosen to self-insure. Additional expenses included are third-party claims administration, actuarial services, banking services, computer services, and insurance premiums.

Workers Compensation and Heart & Hypertension Programs

The purpose of this program is to improve organizational productivity by minimizing the depletion of available human resource due to preventable or accidental losses. The Town has a self-insured retention program for claims of job-related injuries to both Town and School employees, which means the Town pays directly the cost of wages and medical expenses of an injured worker. Additional expenses included are third-party claims administration, actuarial services, banking services, computer services, mandatory tax assessments for the Second Injury Fund and excess insurance premium for catastrophic losses.
