Elderly Assistance Program

The Town of West Hartford's Elderly Assistance Program is funded by the
U.S. Department of Housing and Urban Development (HUD)

The purpose of the Elderly Assistance Program is to provide financial and technical assistance to eligible West Hartford homeowners (age 65 and over) to replace one (1) failed system or install a handicapped accommodation. (Exceptions may be made for persons under age 65 with mobility impairments.)

Examples of eligible renovations include:

  • Handicapped kitchen adaptations
  • Roofing systems
  • Ramp to access structure
  • Handicapped bathroom accommodations
  • Widening doorways
  • Handrails
  • Stair glides
  • Furnaces, boilers, hot water heaters
  • Electrical upgrades
  • Sewer or water line lateral

Financial assistance in the combined form of a grant and a Lifetime Mortgage Deed may be available to qualified owners.  The Lifetime Mortgage is to be repaid in one lump sum (with any accrued interest) upon sale or transfer of any interest in the property. Partial payments are not allowed.

If you own and occupy residential property in West Hartford, are age 65 or over, and fall within the income guidelines, the Town of West Hartford's Housing Rehabilitation Division may be able to assist you in making necessary repairs to your home. The gross household income must be at or below 80% of median income for Hartford PMSA as prescribed by the United States Department of Housing and Urban Development (HUD). (Income Guidelines)

Assistance provided will be in the form of a grant (50% of project cost) and a 0% interest Lifetime Mortgage Deed (remaining 50%). The Lifetime Mortgage Deed must be repaid in a lump sum upon sale or transfer of any interest in the property.

If you are currently active with another income-based program, you may be eligible for the Elderly Assistance Program. Proof of eligibility for the programs listed below must be submitted as documentation at the time of application. Verification shall include, but is not limited to the following:

  • Energy Assistance Program Award Letter
  • ConnPace eligibility Card
  • State of Connecticut's Elderly/Disabled Property Tax Relief Program acceptance letter

Exclusions:

  • General remodeling/additions
  • Work covered by insurance
  • Cosmetic improvements
  • Work begun prior to approval for participation in Elderly Assistance Program
  • If more than one system has failed or more than one handicapped adaptation is needed, the homeowners will be required to use the Housing Rehabilitation Program.

Assistance is provided by the Housing Rehabilitation Staff throughout the project. The following is a list of services that will be provided:

    • Application assistance
    • Underwriting
    • Identification of repairs
    • Lead testing and evaluation
    • Product information
    • Specifications
    • Cost estimates, competitive bidding
    • Contract document preparation
    • Progress inspections
    • Payment processing
